It's not that a person can see the difference between a 60 and Hz screen, it's that a Hz monitor updates twice as fast, so you have better positioning of other players. This makes you more accurate, because you're shooting where the player actually is.

I would just point out that a monitor is usually more of a long term purchase, so you should plan to get one that will suite you for a couple years.

In your situation, I think you should upgrade to a faster 60Hz, it will be a noticable improvement, and a Hz monitor that cost dollars might keep you waiting for a while. But again you always need to research the model if the input refresh is important to you; as many often seem to think when seeing a Hz HDTV; they think they can just hookup a PC and enjoy , Hz and so on; often is just not true. As the Hz is the internal digital conversion I mentioned; the input is limited. Between ms refresh rate is fast. A young healthy human eye can spot the difference if the monitors where side-by-side.
